Hi! I got a bit of info about this, via the Parks Department.
The producers of the infomercial paid $25 for a permit through the Office of Film and Music (http://www.seattle.gov/filmandmusic/).
I remember seeing this get filmed over the summer. They had a bunch of signs up as though a movie was being filmed, warning people that if they walked nearby they could be in it.
